NASA wants to leave aside Rockets and develop a Hypersonic Spaceship

NASA wants to develop a hypersonic spaceship capable of taking off from Earth and land to Mars, and vice versa.
The rockets (or spaceships rocket-based) are very inefficient in many ways:

-They are extremely expensive.
-They waste so much fuel and energy.
-On the take off, they are in many risk of explosion.
-Rockets can only be used once.

But the new "hybrid airplane" would fly at 15,000 miles per hour and it could be used hundreds of times.

The "spaceship" on the image was a prototype (X-30 NASP) that was planned for the 90´s, but the technology of that time didn´t let USA to develop it.
